Power steering filters keep the fluid in a hydraulic steering circuit clean enough for the pump and the steering gear to work smoothly. It is a small circuit doing safety-critical work, and contamination shows up as stiffness, notchiness or inconsistent assistance long before anything fails outright. Because the same fluid is often shared with other hydraulic functions on a machine, debris generated elsewhere can end up in the steering circuit as well.
